“The following is the second complaint being filed against City Administrator Carl Geffken. The complaint is the response to his October 18th interview and statements he made to Channel 5 news.
Additionally, since Mr. Geffken has chosen to represent these false statements to the public, it’s only sensible the same occurs with this complaint.
It’s overwhelming the number of calls, text messages, and other communication received from family, friends, and members of the Fort Smith community expressing their disbelief in Mr. Geffkens unethical behavior. Given the recent use of publishing deceptive and false information, it has become clear select members of the Fort Smith government are in a political campaign to slander its fire and police public safety employees.
Admittedly, Alvey Matlock is paid as a civilian, and his journey of becoming a police officer did not occur in the traditional sense. But the training provided by FSPD and being sworn in under oath by a Sebastian County judge made Alvey Matlock a police officer, and he has faithfully carried the title of reserve officer and now Computer Crimes Investigator. More important than the titles is the contributions of serving the community such as the numerous criminal cases of investigating child exploitation, Alvey Matlock has self initiated and assisted investigations over his 12 years of service. One would think working multiple roles and responsibilities with their employer and community would be welcomed.
It’s fascinating and telling to witness a person double down on publishing without shame such false information that willfully attacks one of his city employees. However, it appears Carl Geffken intends to do just that, and in doing so proves the point that was made in the first complaint - Trust. The Fort Smith citizens and its employees cannot trust its current City Administrator nor the elected officials supporting his actions. If this behavior continues to go unaccounted for it also further proves the agenda and targeting that was listed in the initial complaints.
I would present the following question to the Fort Smith mayor and its board of directors. If an employee, or better yet an police officer was found making untruthful statements, what are the repercussions? A common sense answer to that question is that individual’s employment will be terminated. However, the consequences for a police officer are two-fold. Not only termination of the employee would be expected but his law enforcement career would be finished and in most cases his officer certification revoked. Without public trust, the officer has no credibility and as a final result no career path in Law Enforcement.
So the question becomes will the board of directors endorse Mr. Geffken untruthful remarks in the attempt to cover up another police officer misconduct, or will they take actions to discipline?
I present an alternative if Carl Geffkens remarks are true. If Mr. Geffken statements to 5news are true of ““He’s not a police officer,” Geffken explained. “You have to go through police training and be sworn as a police officer.” then since 2012, Alvey Matlock has been impersonating a Police Officer. His badge, gun, AR-15 rifle and other law enforcement equipment should be immediately seized that were issued by the City of Fort Smith. Additionally, actions should be taken to ensure his special access to sensitive resources used to conduct criminal investigations and crimes against children casework also be revoked. Lastly, it would only make sense if fraud of impersonating a Police Officer has occurred than Mr. Geffken should approach the Sebastian County Prosecutor’s office and request an arrest warrant be issued.
Political semantics aside there is no grey area on this matter only one statement can be true.
Alvey Matlock
Sr. Network Administrator
Computer Crimes Investigator”
