FORT SMITH - The Fort Smith Police Department has announced a number of promotions effective immediately. Police Chief Nathaniel Clark made the change in a ceremony on Thursday afternoon.
“A written civil service exam for the rank of Sergeant was administered on August 28, 2017
which resulted in fourteen candidates moving forward to an Assessment Center. The assessment center was performed by CPS HR Consulting on September 28 and 29, 2017.” the Department said in a release. “At the conclusion of the testing process, the City of Fort Smith’s Civil Service Commission produced a certified list of candidates ranked by total accumulated points. From the current list of candidates, Fort Smith Police Chief Nathaniel Clark made the following promotions during a ceremony held on Thursday, November 09, 2017. These officers shall serve as the newest Sergeants in a variety of positions for the City of Fort Smith.”
Each of the new sergeants are profiled below:

Sergeant Robert Schibbelhut started his career with the Fort Smith Police Department on January 2nd, 2006. After completing the academy, Sergeant Robert Schibbelhut was assigned to the Patrol Division spending a couple of years on Troop 3 before going to Troop 1. During his time in patrol, he became a Field Training Officer in 2009 and remained in patrol until 2010 when he was selected to work in the Criminal Investigations Division.
While in CID Sgt. Schibbelhut worked in Special Investigation Unit- Crimes Against Children. He remained with this division for 3 years when he was offered an opportunity to work in the Crimes Against Persons Unit of the department.
Other than a brief stint in an administrative position, Sgt. Schibbelhut has remained
with the Crimes Against Persons Unit for the past 5 years.
Sergeant Robert Schibbelhut is a State Certified Law Enforcement Instructor with
emphasis on Domestic Violence Crimes as well as Crimes Against Children.
Sergeant Schibbelhut is also a licensed minister and has represented the Fort Smith
Police Department by providing the prayers for many of the ceremonies that the
department has taken part in including the Fallen Officer Memorial.
Sergeant Robert Schibbelhut has a wife and four children.

Sgt. Lee McCabe started his law enforcement career on April 21, 2008, after serving in the United States Marine Corps. Upon completing the police academy, he was assigned to the Patrol Division, and worked in that capacity until being selected to join the Criminal Investigations Division in 2013.
Sgt. McCabe worked as a Property Crimes Detective for 1 year and then he was selected for transfer to the Major Crimes Unit, until his recent promotion to Sergeant.

Sgt. McCabe is a Certified Field Training Officer, an A.L.I.C.E. Active Shooter Instructor, a Police Firearms Instructor, a Certified Police Professional Instructor, a member of the Fort Smith Police Search and Rescue Team and he also served as a Tactical Operator on the Fort Smith SWAT Team.Sgt. McCabe has a wife and five children.


Sergeant Jeff Carter started his career with the Fort Smith Police Department on September 20th, 1999, after serving 2 years with the Pocola, OK Police Department. Prior to beginning his Law Enforcement career, he spent 14 years in the Air Force.

After completing the academy Sergeant Carter was assigned to Troop 2 in patrol and later transferred to Troop 1. He worked in that capacity until January 2007 when he was selected to work in the Criminal investigation Division.

While in CID Sergeant Carter worked Street Crimes, Property Crimes and Person Crimes, to include numerous Major Crimes such as Rapes, Robberies and Homicides.

In January of 2016, Sgt Carter was assigned to the Office of Professional Standards and has served in that capacity until now. Sergeant Carter is a certified Law Enforcement Instructor with over 1,900 Law Enforcement training hours. He holds an Associate Degree from Carl Albert State College.

Sgt Carter has a wife, two children and one grandchild.

Sergeant Anthony Parkinson began his career with the Fort Smith Police Department on May 8th, 2006. Sergeant Parkinson attended the first police academy conducted by the Fort Smith Police Department and was assigned to the Patrol Division after graduation. In 2013, he received the Lifesaving Award after taking action that directly resulted in saving the life of another person who was in imminent danger. Sergeant Parkinson was assigned to the Criminal Investigations Division in March 2014. He earned the title, “Officer of the Year”, for the Fort Smith Police Department in 2014. In 2016, Sergeant Parkinson was named
“Outstanding Member of the Year” by the Arkansas State Lodge Fraternal Order

of Police.

Sergeant Parkinson has a wife and four children.

Sergeant Stephen Krumm started his career with the Fort Smith Police Department almost eight (8) years ago on December the 14th, 2009. He spent the first several years of his tenure here with the police department as a patrol officer on Troop 2, with a short stint on Troop 3 as well. While in patrol, Sergeant Krumm served on the FSPD Honor Guard for four (4) years, was a Field Training Officer for two (2) years, and is a Certified Law Enforcement Instructor.
In May of 2016, Sergeant Krumm had the opportunity to transfer to the Criminal Investigations Division of the FSPD where he has served as a detective assigned to the
Special Investigations Unit investigating crimes against children.
Sergeant Stephen A. Krumm has a wife and three children.

Sergeant Wendall Sampson started his career with the Fort Smith Police Department on September 25th, 1995. Prior to working at the Fort Smith Police Department Sergeant Sampson graduated from Tulsa Edison High School in 1988 and served in the United States Marine Corps from September 1988 thru November 1992 and was honorably discharged. Sergeant Sampson worked for the Sebastian County Sheriff’s Department, Tulsa County Sheriff’s Department and Oklahoma Department of Corrections prior to beginning his career with the Fort Smith Police Department.

Sergeant Sampson was assigned to the Patrol Division after completing the police
academy and has been assigned to work as a Narcotics Detective, Property Crimes
and Persons Crime Detective before working as the department’s first fulltime Sex
Offender Coordinator for the Special Investigations Unit. Sergeant Sampson has
served as the department’s Community Relations Officer, Airport Liaison Officer,
Assistant Communications Center Supervisor and Police Information Desk Officer
before taking on his most recent assignment as the department’s Community

Relations Sergeant.

Over the course of his twenty-one year career Sampson has completed 1,241 law enforcement training hours, he attended the University of Arkansas– Fort Smith and American Military University before completing his bachelors’ degree program in Organizational Leadership / Criminal Justice Administration at the University of Charleston,
West Virginia.
Sergeant Sampson has one daughter.

Sergeant Scott Jackson started at the Fort Smith Police Department on September 9th, 1996. After completing the academy, Sergeant Scott Jackson was assigned to the Patrol Division and worked in that capacity until 2010 when he was selected to become the Recruitment Coordinator. While serving as the Recruitment Coordinator, Sergeant Scott Jackson was assigned to the Training Unit where he assisted with the Fort Smith Police Department’s Regional Training Academy. Sergeant Scott Jackson is a Certified Police Instructor, Firearms Instructor, Field Training Officer and a Taser Instructor.

Sergeant Jackson has been married for 22 years.
