LITTLE ROCK – Governor Asa Hutchinson has announced that he plans to grant clemency to a Fort Smith woman convicted twelve years ago on drug charges. The notice was given on Monday for Christine Taylor Shaffer, regarding her charges that included possession of methamphetamine with intent to deliver, possession of drug paraphernalia, and maintaining premises for drug activities. All of the charges are felonies in the state of Arkansas.

“This notice is issued based on the date of convictions (2006 – Sebastian County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations.” Hutchinson’s office said in a statement. “There are no law enforcement objections to the application.”

Twelve others were announced as candidates for clemency including the following:

Linda McFadden-Mills (Little Rock): Forgery 2nd Degree (C Felony) (CR-97-63); Violation of the Arkansas Hot Check Law VAHCL (U Misdemeanor) (CR-97-70); AR Hot Check Law (C Felony) (CR-97-402-1).

This notice is issued based on the dates of convictions (1997 – Howard County; 1997 – Sevier County; 1999 – Miller County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony convictions. There are no law enforcement objections to the application.

Andrea M. Adams (Arkadelphia): Theft of Property (B Felony) and Burglary (B Felony) (CR-92-97).

This notice is issued based on the date of convictions (1992 – Clark County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Governor Hutchinson intends to grant restoration of firearms rights only to the following person:

This notice is issued based on the date of conviction (2005 – Craighead County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Sheriff of Craighead County has signed the Recommendation of the Chief Law Enforcement Officer as required by law. There are no law enforcement objections to the application.

Hutchinson’s office says there is a thirty day waiting period reserved for public comment before the clemency status will be officially granted.
